Baby Blues is or was (I don't know, I don't watch it) a cartoon based on a comic strip where it's a family with two little kids and the "hilarious antics" that ensue.
As for Pfeiffer, it's just a joke about how horribly sucky the show was and how funny it would be if the show had reached Seinfeld-ian proportions. Just another pop culture reference, albeit an obscure one. I loved the joke, personally. That show was horrible.
