: who actually chooses the music for all of the View Askew flicks.
I can't speak for Mallrats, since it's a Gramercy Pic, but since the others fall under Miramax's banner, I assume they're all handled the way 'Clerks' was handled. In that instance, Kevin stated (something to the effect) that he and Scott received a crate of CD's to choose songs for the 'Clerks' soundtrack. Since Disney covers a whole lot of ground musically, they'd have had a wide range to choose from. I can only assume that a similar set of circumstances existed for 'Chasing Amy' and 'Dogma' and for 'Jay & Silent Bob Strike Back'. There would be some individual special cases, such as Alanis' music in 'Dogma' and Dave Pierner's music in 'Chasing Amy', but that's to be expected.
: Also, I read that the rights to the music in Clerks cost more than the actual film itself so I presume that the decision for the music in that picture was made by a Weinstein brother or somebody?
Absolutely. Music rights aren't cheap for films; they're even more expensive when you put them on a physical (CD/Cassette) soundtrack. Kevin and Scott chose the songs for the 'Clerks' soundtrack (see above).
Always,
