From what I can gather, animated shows are not only expensive to make, but also take alot of time. These episodes on DVD were already "in the can", ready to air when the show was cancelled.
You might as well ask why doesn't Kevin just make new episodes exclusivly for home purchase? Cause he's not exactally a man with Phat Cash to throw around for some extra dick and fart jokes. 'sides, the Clerks series is funny without that stuff. Don't "force" jokes in places we don't need them.
If it really helps, pretend every cigerette you see is a joint. That should tide you over.
