what i kinda reason is that God arranged things so that the fallen angels didn't go around doing really bad stuff. maybe by stopping the whole 'Catholicism Wow!' campaign, i dunno.

basically, things were aranged so that effectively other events happened during the time. the Loki and Bartleby influence was removed. so Azrael didn't have them to work with, and therefore did not have that 'negate extistence' plan. also, the people didn't get murdered as shown.

i think that God 'rearranged' things because angels shouldn't be affecting things on Earth for bad. and Bartleby and Loki were causing shit to happen left, right and centre in 'Dogma'.

the normal humans wouldn't know about what had happened - because, in direct effect for them, it didn't - but the angels, prophets, muse, and dead guy from heaven would, because they are to have more knowledge on that level.

whether Azrael retained memory of the events, i'm not sure.

and what happened to Bartleby and Loki? well, Loki did become more good after Bartleby went against God. and Bartleby repented and thanked God at the end of the film. so i think that they - Bartleby definitelymaybe and Loki also if he truly repented too - were returned to Earth or Heaven - God being nice and forgiving.
