Region 2 View askew DVD's?

I have a chipped player, but a friend of mine doesn't. We live in region 2 (UK). I heard the Dogma SE was due out in about six months, can anyone confirm this. Apart from a featureless dogma we can't get any VA flicks here. Anyone know of any plans to release the films here on DVD as special editions?
