1. Write a script. If you format it correctly one page equals roughly one minute. You should be able to find a web site that details the right format.

2. Show it to friends, families, enemies, teachers, etc. You can get some great ideas if you let others read your work.

3. Go out and film it. I don't know the details of your project, but if your shooting on video you can film a 10 minute short in a day or two, and edit it rather quickly. If you get something done you can see what works and what doesn't work, and then make the necassary changes.

4. Go over to film-411 (link at bottom). Their web page has a lot of resources. Post this on their message board and you'll probably get a lot more useful responses.
