One board == Good.
My suggestion would be to have the board set up similar to the style used at slashdot.org ...let posts get rated as 'off topic' or not (by moderators), and allow each visitor to the board choose whether they want to read off topic posts or not. That'll keep the masses *and* smalls happy.
