I hope this isn't some sort of sick joke designed to illicit the wrath (and attention) of Vincent or some other Askew-staffers, but if you really do require closed captioning, the DOGMA DVD that is out now in the US has it and it can be obtained either from the Stash (autographed--oooh!) or through Amazon.com for a mere $18.71
You may be interested to know that almost every DVD I've ever seen in the US has English subtitles for the hearing impared. So, a DVD player may be a worthwhile investment for you. Otherwise, there are organizations that can provide you with SE video cassettes for most major releases which feature closed captioning. I'm not sure, but Dogma probably is, or will be available in this format soon.
