I don't think any character Kevin makes up is completely fictious in the sense that he creates their character and personality from his own head. Like most writers he probably uses mixes of various people he knows.
Kevin has stated before that Rick Derris is not based on any one person he knows, but rather several people he remembers from high school. He's said that every school has a person like that.
Veronica was loosely based in Kim Loughran I believe.
As for Julie Dwyer, who knows, maybe Kevin did not someone who died in the YMCA swimming pool. But I doubt it.
