...the director/writers/actors usually have nothing to do with them. It's the location managers that handle them. Unless, it's a small shoot where they're shooting it guerilla style, then A) The crew knows they're shooting without a permit, or B) The person who is usually the director/writer/actor/producer has dealt with the hell that IS getting a permit.
