hmm...I believe that this was originally supposed to be Bail Organa, but it was changed. Going by what knowledge I retain of Episode 1 (saw it a buncha times in the theater, but not on video, cuz I swear by my DVDs) Bail Organa originally was in the film, played by an actor named Adrian Dunbar. However, George Lucas must have decided that he didn't want to introduce Bail Organa until later, seeing as how (slight spoiler here, I guess) he's supposed to marry Queen Amidala at some point (seeing as how Luke and Leia are supposedly her kids, and Leia's "father" was Bail Organa.) Now, George probably wanted to introduce the character when it was necessary, probably Episode II, hence they changed the name to Bail Antilles and deleted all of Adrian Dunbar's scenes as Bail Organa. Of course, I could be wrong, but i know that I heard this story before. anyone to back me up?
