Well, this is kind of paraphrased:
Bail (n): One who carries.
I would assume that this is valid enough as a title, then, as a Senator or Governor would, in fact, be carrying the hopes of his or her peoples on thier shoulders.
I still feel it was just a popular name, kind of like how people name their kids after the president sometimes, or like the explosion in kids named "Damien" after The Omen was made.
Of course, the honorific title thing is quite plausible as well.
