I think Sheboygan is just a good comedy word. Say it to yourself. Sheboygan. Makes me laugh. There are certain location names that just naturally sound kind of goofy, so they're used a lot in pop culture.
Cleveland, Walla Walla, Timbuktu, Bangkok, Podunk, Kalamazoo...
Sheboygan. It just sounds cheesy and rolls of the tongue in a funny way.
