Jesus told Peter that he had the power to bind sins, or reversely release sins. Thus, whatever he let loose on earth, is loose in heaven, and whatever he bound on earth was bound in heaven. Jesus gave Peter the 'keys' to salvation as the head of his church on earth. Thus, when peter passed the power onto the next pope, he then had the power to forgive nor not forgive sins. This is the way it is today.
