Basically, Kevin took a big chance (at least financially) and raised enough money to film Clerks. After that, the film gained some notoriety, and the rest is history.
Kevin is one of the Horatio Alger like characters of Independent film. He took a gamble and won.
A really great book to read is called "Spike, Mike, Slackers & Dykes" by John Pierson. It gives an incredible account of the story of Clerks (not to mention the first public mention of that little film called Good Will Hunting).
